Non-Bargaining Unit Staff

The process for recruiting and filling a non-bargaining unit staff position is described below:

If the position does not have a PIN, you must complete a Position Approval Memo (PAM ). New PINS may require Cabinet officer approval, see the Approval of Non-Faculty Positions and Searches policy.
Prior to completing a search proposal, identify the search chair and committee members and invite them to participate on the search.
Obtain appropriate supervisor/department approvals.
Create an online search proposal. Refer to the online search chair training guide for instructions on completing search proposal.
Identify advertising options (ie. Post Standard, member listservs, Diversity Contacts, bargaining unit bulletin boards).
Submit to HR for approval. The search proposal will be reviewed and approved within a 24 hour period. If you have questions or need further assistance contact an employment specialist.
The recruitment and selection process for all employees must adhere to designated procedures designed to ensure equal opportunity and Affirmative Action compliance. Investigate advertising sources/professional organizations that target a diverse population. Contact an employment specialist for information on the Diversity Network as a source for recruiting a diverse population and to identify specific strategies for your position.

Bargaining Unit Staff

The process to recruit for a non-exempt (hourly) Bargaining Unit position is described below:

If the position does not have a PIN, you must complete a Position Approval Memo (PAM ). New PINS may require Cabinet officer approval. See the Approval of Non-Faculty Positions and Searches policy.
Create online search proposal.
Search proposal will be reviewed and approved by manager, Staff Relations.
Position will be open for five (5) days to internal BU candidates only (bidding process).
All job openings will be conspicuously posted for five (5) working days in all work areas within the bargaining unit.
For grade 5 and below positions in the Physical Plant and Food Services Units, and Grade 24 and below positions in the Library Unit, the job will be awarded to the bidder with the most bargaining unit seniority who is qualified to perform the job in question.
For grade 6 and above positions in the Physical Plant and Food Services Units, and grade 25 and above positions in the Library Unit, the job will be awarded to one of the three qualified bidders with the most bargaining unit seniority and selected by the hiring department. In most cases, the job will be awarded to the bidder with the most bargaining unit seniority.

The collective bargaining agreement sets certain parameters for hiring temporary workers to perform bargaining unit work. Typically, a temporary employee is not allowed to work more than 20 hours per week. However, a temporary employee may work up to forty (40) hours per week to satisfy the following temporary needs:

To replace a non-probationary employee who is on leave of absence or is on a trial period.
To fill, for up to forty-five work days, a posted bargaining unit position that is vacant.
To work, up to three (3) months, on a temporary project or temporary need at peak times.

A temporary BU employee will not be permitted to work more than 1000 hours in a fiscal year.

Temporary Staff

The process for recruiting and filling a temporary position is described below:

Identify key duties of position and format description.
Call an employment specialist to check on the availability of any candidates in the temporary pool.
If no one is available in temp pool, there are 2 options:
1. Complete an online search proposal for temporary position. Interview and select candidates as you would for a permanent opening.
2. Contact a temporary employment agency. Provide specific details of the position and they will screen and refer candidates that are appropriate for your opening. Agencies are listed in the yellow pages of the phone book. Contact an employment specialist for a listing of vendors that have been utilized by the University.
